At the close of the war the Order of the Phoenix and Dumbledore's Army were placed in a public light. Names of members became common knowledge as each were presented Order of Merlin, Second Class for their contribution in the victory over Lord Voldemort and the Death Eaters.

The assassination of Kingsley Shacklebolt saw the appointment of Lance Roberts to the post of Minister of Magic. As persecution of muggleborns began to see light the Order of the Phoenix attempted to regroup to again fight for the equality of all witches and wizards. However such a movement was stated to be treason and many Order members were removed from their jobs and property was confiscated by the government.

The Underground would be formed as the first Death Eaters were pardoned from their life sentences to Azkaban. Six former members of Dumbledore's Army (Harry Potter, Hermione Granger, Ron Weasley, Ginny Weasley, Neville Longbottom, and Luna Lovegood) formed the group, outlining a code in which to operate and maintain secrecy along with a set of goals they felt should be accomplished.

Members of the Underground exist to benefit the good of those in persecution. They move along the fringes of society helping those that need assistance, and punishing those who seek to hurt others. Underground members who remain in society do not speak of their membership instead they continue in their daily lives gathering useful information for those who can make a more active effort in the world.

Those who live in safehouses or the muggle world operate equally in secret. These people organize rescue operations to prevent an innocent muggleborn from being murdered for daring to raise their voice to a pureblooded employer. They attack the lavish manor homes of Death Eaters who returned to society to murder and persecute as they see fit. They leave pamphlets and flyers in the homes and workplaces of the oppressed to inform them of the opposition and urge them to join the cause.

The goal is to overthrow the government from the inside out through establishing members into high positions within the Ministry rather than take it by open force. However, force is a requirement of war and they operate accordingly by planning strategic attacks against the Ministry, Death Eaters, and those who stand with them. They are not afraid of killing or torturing for the cause if it is required, and will kidnap or destroy property in the name of this cause.

Above all, secrecy remains the most important element to the Underground. Lack of it eradicated the Order of the Phoenix, and therefore extreme measures have been taken to guarantee secrecy remains intact for as long as possible. These appearances are earned through polyjuice, glamor charms, and muggle methods such as prosthetic devices and wigs. While in public members are only addressed by code name or false identity.

A headquarters and network of safehouses (provided by members or supporters) extend throughout the United Kingdom, France, and Spain. These exist to provide a safe location for members to meet, live, and work while also protecting the lives of other members of the wizarding public. Rescue missions are a common affair.

The Ministry of Magic are aware of the existence of the Underground, and have an ongoing investigation of the activities of the group. As of June 2006 (the start of the game) no members of the Underground have been arrested by the Ministry or captured by Death Eaters. However there are those whom both groups suspect to be involved. These are the people with the most at stake with a Ministry decree to arrest them on first sight.
